I never got the impression that the Doctor left the Hand of Omega in 1963 as a trap for the Daleks. I felt the story said the first Doctor left it here in the first place just to hide it, then the seventh Doctor dug it up and we see him reprogramming it, presumably to eradicate Skaro.
